What RO Builds

1.2.0The Rule of Admission2026-03-14
RO borrows instruments, not doctrines. An input earns admission only if it passes five simultaneous tests — truth-contact, non-coercion, scales without saints, plain language, and privacy by default — each grounded in the moral architecture and each preventing a specific failure mode. This article defines the Rule of Admission and introduces the seven pattern families that Arc 2's ten innovation units will draw from.

1.2.1Epistemic Integrity as System Design2026-03-14
Truth-preservation must be a property of systems and institutions, not merely of individual character. epistemic integrity is the system-level capacity to keep truth auditable under scale — the translation of "be rational" from a personal imperative into an institutional design requirement, with five structural components: signal preservation, provenance, verification infrastructure, safe degradation, and the institutional duty of clarity.

1.2.2Encoded Objective Law — Encoding Values in Operations2026-03-14
Encoded objective law is the design discipline of encoding moral constraints into rules, procedures, code, and institutional architecture so that ethical outcomes are structural properties rather than contingent on operator virtue. Two questions sit co-equal at its center: which mode of enforcement fits a given constraint — the enforce-in-code / enforce-in-culture framework — and, where the constraint being encoded is the exercise of public or delegated force, what must survive that encoding regardless of mode — the adjudication requirement. Moral harm names the structural threshold before force in a diagnostic register, for a system's own designers, not a license for outside intervention.

1.2.3The Restraint Principle — Limits That Protect Liberty2026-03-14
Restraint is a first-class moral design requirement: simplicity, bounded scope, and margin keep failures local and reversible. The restraint principle formalizes a three-question restraint test — can the system fail safely? can it be audited by non-experts? can components be replaced without global breakage? — derived from the rights framework and the structural condition under which the other innovations can function.

1.2.4Privacy by Design — Sovereignty and Selective Transparency2026-03-14
privacy by design is the structural commitment to encoding personal opacity into every system that touches persons — through minimization, compartmentalization, encryption, purpose-binding, and selective disclosure — so that privacy is the default state, not the exception that must be negotiated. The innovation is grounded in the asymmetry principle: institutions must be transparent; persons must be opaque.

1.2.5Engineered Interdependence — Coordination Without Coercion2026-03-14
Cooperation must be a design property of systems — not a cultural accident dependent on goodwill, not an imposed condition dependent on authority, but an architectural feature that works because the structure rewards it. engineered interdependence admits three source-pattern families under the Rule of Admission (mechanism design, game-theoretic cooperation models, Ostrom's commons governance) and constructs five structural components: incentive alignment, participation constraints, credible commitments, structured reciprocity, and polycentric oversight.
-
1.2.6Bounded Interdependence — Reciprocity With Exit2026-03-14
Bounded interdependence states the moral requirements on two structurally distinct domains. Within voluntary cooperative arrangements, clean exit, meaningful recourse, and portable standing are recommended design discipline — grounded in the builder's own self-interest, not entitlements a departing participant is owed — while fraud, breach, and terms imposed retroactively remain rights-level wrongs under RO's existing framework regardless of this pattern. In the exercise of public force, the requirement is categorical: legitimate authority is bounded to the retaliatory use of force against those who have themselves initiated it, with prior restraint on peaceful action excluded as a corollary of that boundary rather than a second rule. bounded interdependence layers structural escape hatches onto engineered interdependence for the voluntary domain, and states the constitutional boundary for the coercive one, so that participation remains genuinely voluntary and dependencies remain reversible where reversibility is achievable.

1.2.7Answerability2026-03-14
Answerability is the design discipline of keeping responsibility locatable inside institutions: every consequential choice inside a structure was made by some person, and a structure that obscures which person chose what does not relieve anyone of responsibility — it makes responsibility unlocatable. The standing varies without a branch split — one principle, two standings: a moral requirement where an institution exercises delegated public force, a design recommendation grounded in the builder's own interest where it is voluntary.

1.2.8Systemic Moral-Hazard Awareness2026-03-14
Systemic Moral-Hazard Awareness is the design discipline of installing hazard detection as a standard institutional practice. Its one grounded pattern is narrow: where the state compels a nonconsenting third party to underwrite a risk — by taxation, forced participation in a guarantee scheme, or a statute extinguishing a claim they would otherwise hold — a loss has been shifted by compulsion, not by ordinary market fortune, and judging who is answerable for exploiting the shift requires sorting the actor into one of four positions: sought it, captured it once its effects were visible, never examined where the loss landed, or bore it. This is Rand's own analysis of the mixed economy's guarantees, applied to systemic design — an Application, not an RO-original derivation. Everything else this unit builds — the broader hazard scan, the counter-gaming toolkit, the capture pathway — is retained as an admitted-practice appendix: institutional management RO recommends because it works, not philosophy RO derives because rights require it. An incentive structure, in either half, changes the distribution of outcomes across the many agents who act inside it; it does not determine what any one of them chose.

1.2.9Art as Feedback — Reading Culture as Disciplined Evidence2026-03-14
Art as feedback is a methodological discipline, not an architectural addition. Rand's own aesthetic theory already holds that art projects a sense of life and acts causally on the individual who encounters it; Rand also already read a civilization's aggregate art as evidence of the philosophical premises dominant within it. RO's contribution is to discipline that second, aggregate use — fixing markers in advance, requiring independent production pipelines, and specifying what would count as the reading having failed — not to add a return channel Rand's architecture lacked. Two claims survive the discipline, not three levels: an individual causal-psychological claim, direct from Rand, and a civilizational evidential-inferential claim, disciplined by RO. No institutional tier: organizational culture does not meet Rand's own definition of art. Applied consistently, the discipline would call into question some of Rand's own most famous cultural readings — that tension is the price of the discipline, not a flaw in it.

1.2.10From Structures to System2026-03-14
Arc 2 constructed nine design patterns — each admitting its source material under the Rule of Admission, each rooted in Rand and/or Kelley, each contributing its own move: application, architectural extension, design judgment, or methodological discipline. Together they form a coherent, mutually reinforcing architecture — not a list of features. Mutual reinforcement operates across three structural dimensions, paced throughout by the cross-cutting staged-judgment discipline; the operability test defines the standard for institutional holding; and Arc 3's domain-by-domain integration is the next step in validating the system as a whole.
